THlf PANAMA CANAL
Th report which hM just been
made to Rear Admiral Cooper
commanding the North atlantic
elation by Lieut Raymond P
- b7
Jtodgere of the navy ha the great
merit of deacribing simply in olli-
lidlj w t and candidly exactly what
i been done toward constructing
the Panama Canal and what re-
mains to do It ‘ differs from the
roM-oolored generalities of the fi-
nancial managers of the enterprise
on the one hand and on the other
from the depredatory criticism
and the prophedes of evil eet forth
by the partisans of the rival routes
through Tehuantepec and Nic-
aragua Two
Siard ol
ed at Aapinwall they not only
found no part of their way cleared
bat even the proposed line of the
canal not certainly fixed and no
faonaet to live in or buildings fit for
the storage of their tools machine-
ry and property What has been
since accomplished as Lieut Rodg-
ere makes plain is the building of
wharves at the termini the erec-
tion of workshops all along the
Jine the setting of machinery there
in the construction of villages for
the workmen and engineers the
definite fixing of the axis of
canal -and the clearance of the
twite from surface impedimenta to
a width of over 800 feet throughout
Lately the delayed contracts have
been completed It is safs to say
— - that the machine
digging of
canal proper will open with vi
at the Beginning of the dry i
' Bat the details also show
the
vigor
season
show that a
' (reefer quantity of actual ' excava-
tton haa already been done by
manual Ixbor then many people
(oppose On the Colon section
mere haa been much dredging for
the basin in which vessels about to
enter the canal may lie in security
AtGorgonathe excavation of the
- main oat has been begun by hand
Beyond Obispo 650 ineu have been
for some weeks engaged in the
ctual work of canal digging In
the Cnlebra section whioh is the
highest point of the route they
have dug down to the proposed full
depth of the canal In snort it is
evident from the - observations of
Liet Rodgers that not only reser-
voirs and railways for carrying off
the refine besides other important
aids have been thoroughly proper-
ed and ducks quarters machinery
ci made
and rolling stock made ready but
in four sections the actual work ot
digging is going on by manual la-
bor The theory of a sea-level oanal is
to be strictly carried out in prefer-
ence to tbe lock system which the
Amerioau naval engineer were in
' dined to consider iesl difficult and
Li leea cbstly Lieut Rodgers does
not conceal his opinion that tbe
ti gempletion of the canal now an-
4 ' nounoed by Dr De Lesseps for the
' rear 1868 will be postponed far
‘ iwyond that date ana that the esti-
’ mate of coat hitherto given name-
ly 6120000000 will be very large-
ly axoeaded So confident is Lieut
Rodger a to the latter point that
although itudlously cautious and
apparently unswayed by prejudice
throughout his report be yet con-
cludes that “ it seems probable that
this will undergo the experience of
many other great projects that the
original subscribers must again
subscribe or lose their venture and
that new stockholders will be the
ones who will share the profits”
When it is reflected how much re-
mains to do and how long the pre-
rliminaries have dragged it seems
likely that the canal will not be
open before the year 1300 at earll
eat and at the statistics of Lieut
ftochrer show that the sum of $20
000000 hat already been expended
it 1 also reasonable to suppose that
the original estimate of cost willbe
exceeded Still the existing expen-
ditures include the cost of all tho
machinery thus far ordered as well
aa purchase of grounds while about
60l0 men are under constant em-
ploy Beside the eagerness with
which the company’s shares were
taken up makes it obvious that
mors money could easily be raised
if required and in any case it would
seem possible to enlarge the cap!-
ge the coni
tal stock instead of calling upon the
original subscribes to
